W4-025 · Across all four conditions
Agency layer
The agency layer is the connective tissue of Web 4: the discovery, delegation, trust, representation, execution, payment and audit protocols that let one organisation’s agents act with another’s, without either surrendering control of what its agents may do.
A founder can build one condition. The agency layer is how they borrow the other three.
A convergence company needs somewhere to be, someone to be, something to earn and someone to do the work. Nobody builds four systems; the discipline is to build the one that is genuinely yours and borrow the rest as running layers. The agency layer is the set of those borrowable layers made interoperable — the reason a studio venture is configured in a quarter rather than constructed over five years.
It is a layer rather than a product because no single seat controls it. Each protocol is owned by whoever conforms to it, verifiable by a counterparty who trusts none of the participants, and worth owning only while it stays open. The investor thesis is that whoever assembles this layer first, as open formats, sets the pattern the category copies — and that a large platform shipping a closed version of it is the falsifier, not the endorsement.
The canonical definition is planned at https://flashyos.com/defined/agency-layer and does not resolve yet; until it does, this builder’s entry is the reference and says so.
