Policy-Bound Value
Value moves under human-set policy or it does not move: an agent may spend automatically inside a bound a person set — amount, purpose, expiry, counterparty — and nothing outside it moves at any speed, with every delegated policy only ever narrower than the one it inherited.

Why then
A thesis with no timing argument is an observation. This is what changed that made the company possible in that year and not three years earlier.
Agents are now capable of transacting, and the instinct to control them by watching fails on arithmetic — a fleet spends faster than any review can sample. The alternative is to bound spend in advance, and payments infrastructure has just reached the point where a policy can be attached to a rail rather than to a promise.
The wedge
The narrow first thing. A thesis without one is a market map, and a market map is not a company.
Bound spend structurally rather than by guideline: whole integer units so nothing rounds a holding away, a human gate on money that no configuration removes, and a delegated policy that can only narrow — never widen — its parent.
What has to be true
Each assumption stated so it can be checked rather than agreed with. A reader who disagrees with one of these disagrees with the company, which is the point of writing them down separately.

What would kill it
One falsifier, not a list. A thesis with five has none, because no one of them ever quite happens and the company survives every partial version.
A payments incumbent ships portable agent spend policy first and it becomes the default rail — at which point the open format is a second implementation of a standard somebody else already owns.
What dates it
The earliest artefact that could only exist if the thesis already did. It bounds the thesis from above rather than dating its formation — the belief precedes the commit, always.
